A complete ESD-safe workstation has three components, all working together:

ESD workbench mat — the surface that components touch. Must be 10⁶–10⁹ Ω surface resistance, properly grounded.
ESD wrist strap — for the worker. Connects the worker to the same ground as the mat, keeping worker and mat at the same potential.
ESD floor mat or ESD footwear — controls static generation as the worker walks. Especially important in dry climates or heated facilities.
